They said it did not work.
Kitty litter only works under certain conditions and should only be used in the winter.
It may cause drought too.
We had mega drought in summer of 2012 after used it during the winter of 2011-2012.
I don't know if it does, I've only tested it once I got snow 100-200 miles away. The same goes for baking soda, I've only tested it once and same results, 100-200 miles away.
It doesn't make it snow right on top of you and certain conditions have to be met before it works. You can't just go willy-nilly with it and expect magic to happen.

If the Department of Commerce finds out you're trying to modify the weather without a permit, it's a fine. They do not jail you for it though I don't think.
I clearly state this in my website.
